Rescue for Alcoa smelter but jobs to go

A federal/Victorian government rescue package of more than $40 million will keep Alcoa's Victorian smelter open for at least another two years, but the company says dozens of jobs will go.

The company will receive $40 million in commonwealth funding and an unspecified amount from the state government to make its struggling Point Henry site - which employs about 600 people - more efficient.

Alcoa Australia chairman Alan Cransberg announced the news on Friday after a three-month review of the Victorian operation, saying he was optimistic about the smelter's future.

But he said about 60 jobs were likely to be lost and the company would seek voluntary redundancies soon.

'There are some tough times ahead, we still have some difficult things we need to do, but we're very confident of running this plant at least until 2014, and over that period making sure that we can create a future for it beyond 2014,' he told reporters.

Mr Cransberg said the company had poured hundreds of millions of dollars into the smelter in recent years only to suffer 'unsustainable losses', and changes were needed in its production, supply chain and management.

Federal Innovation Minister Greg Combet said the rescue package required Alcoa to invest in better productivity, keep the smelter open until at least July 2014 and maintain production levels.

'We want to work together to ensure that this smelter achieves ongoing viability, because it will ensure the future of almost 600 direct jobs and hundreds if not thousands of others in the region,' he said.

Victorian Premier Ted Baillieu said the government had a policy of not revealing how much money it committed to prop up industries. The state had made a 'modest contribution' to Alcoa and pledged an additional $4 million to an industry fund for contractors and suppliers in the region who work with the company.

'This is very much a part of this region, a part of Geelong and a part of Victoria, and we do want to see Alcoa flourish,' he said.

Unions said the announcement was a huge relief for workers.

Australian Manufacturing Workers Union (AMWU) national organiser Liam O'Brien said workers were productive, but they could cope with job cuts.

'We've seen job losses over the last decade. Twenty years ago there were 1000 people working here producing a lot less aluminum than we are today. We are a very productive workforce,' he said.

The Australian Workers Union (AWU) national secretary Paul Howes said it was an important turning point for Point Henry and hopefully set the smelter on a path towards long-term sustainability.

Bill Guinane, a maintenance manager who's worked at the plant for 10 years, said the announcement would ease many workers' worries.

'People have been anxious,' he said.

'Now there's an opportunity to move forward and set the place up for the future.'

Within a sliver of a second after it was born, our universe expanded staggeringly in size, by a factor of at least 1026. That's what most cosmologists maintain, although it remains a mystery as to what might have begun and ended this wild expansion. Now scientists are increasingly wondering if the most powerful particle collider in history, the Large Hadron Collider (LHC) in Europe, could shed light on this mysterious growth, called inflation, by catching a glimpse of the particle behind it. It could be that the main target of the collider's current experiments, the Higgs boson, which is thought to endow all matter with mass, could also be this inflationary agent.

During inflation, spacetime is thought to have swelled in volume at an accelerating rate, from about a quadrillionth the size of an atom to the size of a dime. This rapid expansion would help explain why the cosmos today is as extraordinarily uniform as it is, with only very tiny variations in the distribution of matter and energy. The expansion would also help explain why the universe on a large scale appears geometrically flat, meaning that the fabric of space is not curved in a way that bends the paths of light beams and objects traveling within it.

The particle or field behind inflation, referred to as the "inflaton," is thought to possess a very unusual property: it generates a repulsive gravitational field. To cause space to inflate as profoundly and temporarily as it did, the field's energy throughout space must have varied in strength over time, from very high to very low, with inflation ending once the energy sunk low enough, according to theoretical physicists.

Much remains unknown about inflation, and some prominent critics of the idea wonder if it happened at all. Scientists have looked at the cosmic microwave background radiation?the afterglow of the big bang?to rule out some inflationary scenarios. "But it cannot tell us much about the nature of the inflaton itself," says particle cosmologist Anupam Mazumdar at Lancaster University in England, such as its mass or the specific ways it might interact with other particles.

A number of research teams have suggested competing ideas about how the LHC might discover the inflaton. Skeptics think it highly unlikely that any earthly particle collider could shed light on inflation, because the uppermost energy densities one could imagine with inflation would be about 1050 times above the LHC's capabilities. However, because inflation varied with strength over time, scientists have argued the LHC may have at least enough energy to re-create inflation's final stages.

It could be that the principal particle ongoing collider runs aim to detect, the Higgs boson, could also underlie inflation.

"The idea of the Higgs driving inflation can only take place if the Higgs's mass lies within a particular interval, the kind which the LHC can see," says theoretical physicist Mikhail Shaposhnikov at the ?cole Polytechnique F?d?rale de Lausanne in Switzerland. Indeed, evidence of the Higgs boson was reported at the LHC in December at a mass of about 125 billion electron volts, roughly the mass of 125 hydrogen atoms.

Also intriguing: the Higgs as well as the inflaton are thought to have varied with strength over time. In fact, the inventor of inflation theory, cosmologist Alan Guth at the Massachusetts Institute of Technology, originally assumed inflation was driven by the Higgs field of a conjectured grand unified theory.

RIM posts big Q1 loss, to cut 5,000 jobs

TORONTO (AP) ? Struggling BlackBerry maker Research In Motion Ltd. revealed Thursday that its business is crumbling faster than thought.

The Canadian company posted worse results for its latest quarter than analysts had expected. It's cutting 5,000 jobs and delaying the launch of its new phone operating system, BlackBerry 10, until after the holiday shopping season.

After several delays, the first phone with BlackBerry 10 was expected later this year. It will be delayed even longer, to the first quarter of next year, RIM CEO Thorsten Heins said.

The delay comes as North Americans are abandoning BlackBerrys for iPhones and Android phones. Analysts have long said the new BlackBerrys will come out too late to reverse RIM's fortunes. RIM was pinning its hope on the new BlackBerry 10 system, which is meant to offer the multimedia, Internet browsing and apps experience that customers now demand.

Now it will come out months after a new iPhone is expected to be released. Current and previous iPhones have made the BlackBerry look ancient.

The jobs cuts are part of a previously announced initiative to cut $1 billion in annual costs this year. They represent about 30 percent of RIM's workforce, which is currently at 16,500.

"It is necessary to change the scale and refocus the company," Heins said on a conference call with analysts.

"I fully understand the impact a workforce reduction of this size has on our employees and the communities in which we operate. I assure you that we wouldn't move forward with a change of this size if we didn't think it was critical for our future."

RIM shares plunged $1.38, or 15 percent, to $7.75 in extended trading, after the release of the results. If they hold that level into regular trading Friday, they will set a new nine-year low.

Heins acknowledged that he delivered "a lot of tough news."

"This was a challenging quarter for the company on many fronts," he said. "And I am not satisfied with the financial performance we are reporting today."

Heins had previously vowed to do everything he could to release BlackBerry 10 this year but he said Thursday that the timetable simply wasn't realistic. He said RIM's top priority remains a successful launch of the new BlackBerrys.

"I will not deliver a product to the market that is not ready to meet the needs of our customers," he said. "There will be no compromise on this issue."

He said the company will release fewer models than in the past. He also said RIM will launch a BlackBerry 10 model with a physical keyboard close to the launch of the touch-screen model. RIM earlier said it would come out with a touch-screen model first, but it didn't say when it would make one with a physical keyboard, a feature that many people stay with BlackBerrys for.

RIM previously said it hired a team of bankers to help it weigh its options as it loses market share and its business erodes. Heins said they continue to study those options, but he declined to share those options and said the board would have to approve any changes.

RIM lost $518 million, or 99 cents a share, in its fiscal first quarter, which ended June 2. This compares with a profit of $695 million, or $1.33 per share, a year ago.

Excluding impairment charges, the latest loss was 37 cents per share. Analysts polled by FactSet were expecting a loss of 3 cents.

Revenue fell 43 percent to $2.8 billion, well below analyst expectations at $3.1 billion.

RIM said it shipped just 7.8 million BlackBerry smartphones in the quarter, down 41 percent from 13.2 million a year earlier.

Heins said the company is expecting the next several quarters to be "very challenging." He said RIM is in the midst of a platform transition and faces an increasingly competitive environment. Research firm IDC says BlackBerrys U.S. market share has plummeted from 41.1 percent in 2007 to 3.6 percent in first three months of 2012.

Colin Gillis, an analyst with BGC Financial, said the results and news of a BlackBerry 10 delay is far worse than the horrible news he had already expected.

"When a technology gets old, it's not a slow fade. It's a sharp cliff," Gillis said.

"There is very little market for old technology."

Michael Walkley, an analyst with Canaccord, called the BlackBerry 10 delay dire and problematic in a rapidly changing technology sector.

"The biggest disappointment is the delay of the BlackBerry 10," he said. "It's extremely challenging for them to turn around the business when their new smartphone is launching that late."

Gabon?s President destroys ivory and commits to zero tolerance for wildlife crime


This event follows a period of intense poaching pressure in Central Africa, where the illegal killing of elephants for ivory is at record levels.

A number of dignitaries were present for this historic event, including the President of Gabon, Ali Bongo, who lit the pyre earlier today.

President Bongo spoke of the importance of inviting the international community to witness the symbolic act of destroying the country?s ivory, noting it was a matter of national security.

He told the assembled dignitaries about the special unit Gabon had created within the National Parks Agency to tackle ivory poaching, and how Gabon, as the country with the most elephants in Central Africa, was issuing a strong message to the poachers and traffickers that their actions were unacceptable.

Crucially, President Bongo reiterated that Gabon would work with the Department of Justice to review penalties, and ensure people committing wildlife crimes would be prosecuted and sent to prison.

?Gabon has a policy of zero tolerance for wildlife crime and we are putting in place institutions and laws to ensure this policy is enforced,? he said.

President Bongo also underlined the need for regional co-operation to tackle wildlife crime, whereby anti-poaching measures in one country needed to be followed up by action in neighbouring countries too.

?Today we have witnessed a paramount event for the Central Africa region. It is hugely symbolic that a head of state has taken leadership in sending a signal to the outside world that illegal wildlife trafficking will not be tolerated? said Stefanie Conrad, WWF Central Africa Regional Office Representative.

?Illegal wildlife trade is a crime; it is the fifth largest illicit trade worldwide, and it finances insecurity across Africa. WWF will encourage similar symbolic events in the region to burn and destroy all illegal poached ivory.?

WWF and TRAFFIC worked with Gabon to independently audit its government-owned ivory stockpile before it was destroyed to ensure that all tusks were accounted for and none had leaked into illegal trade.

The audited ivory stock totalled 4,825 kilograms, including 1,293 pieces of rough ivory mainly composed of tusks and 17,730 pieces of worked ivory.

?TRAFFIC keenly anticipates that other nations will follow Gabon?s lead in dealing with their stockpiled ivory and either take it right out of the equation or put in place robust ivory management systems to ensure it can never leak into illegal trade,? said Tom Milliken, TRAFFIC?s ivory trade expert.

World Bank cancels $1.2 billion Bangladesh loan

(AP) ? The World Bank has canceled a $1.2 billion loan for construction of a bridge in Bangladesh, saying it has credible evidence of corruption involving a Canadian engineering company.

The global lending agency said it did not receive a satisfactory response from the Bangladesh government after it raised the issue of corruption last year.

It said in a statement Friday that it has evidence pointing to "a high-level corruption conspiracy" among Bangladesh government officials, executives of Canadian engineering and construction giant SNC-Lavalin, and private individuals in connection with the planned 6.5-kilometer (4-mile) Padma Multipurpose Bridge Project.

Bangladesh Communications Minister Obaidul Quader called the World Bank's decision regrettable because the government's Anti-Corruption Commission was still investigating the allegations.

"Such a decision is unfortunate before the investigation is complete," he told reporters Saturday.

The bank said it earlier sent a team to Dhaka to explain its position and receive the government's response.

"The response has been unsatisfactory," it said.

The bank "cannot, should not, and will not turn a blind eye to evidence of corruption," it said.

Montreal-based SNC-Lavalin, one of the world's largest engineering and construction companies, has acknowledged making improper payments to agents to win contracts on two projects. An internal probe resulted in the resignation of its CEO and two other senior executives. The company's headquarters was searched by Canadian national police in April.

Bangladesh has been rated one of the world's most corrupt nations by Berlin-based Transparency International.

The World Bank loan, signed In April last year, was part of a funding package for construction of the $2.9 billion bridge, slated to be the country's longest.

Funding also was expected from the Asian Development Bank, the Japan International Cooperation Agency and the Islamic Development Bank.

The World Bank first brought the corruption allegations in October last year.

(AP) ? The Justice Department declared Friday that Attorney General Eric Holder's decision to withhold information about a bungled gun-tracking operation from Congress does not constitute a crime and he won't be prosecuted for contempt of Congress.

The House voted Thursday afternoon to find Holder in criminal and civil contempt for refusing to turn over the documents. President Barack Obama invoked his executive privilege authority and ordered Holder not to turn over materials about executive branch deliberations and internal recommendations.

In a letter to House Speaker John Boehner, the department said that it will not bring the congressional contempt citation against Holder to a federal grand jury and that it will take no other action to prosecute the attorney general. Dated Thursday, the letter was released Friday.

Deputy Attorney General James Cole said the decision is in line with long-standing Justice Department practice across administrations of both political parties.

"We will not prosecute an executive branch official under the contempt of Congress statute for withholding subpoenaed documents pursuant to a presidential assertion of executive privilege," Cole wrote.

In its letter, the department relied in large part on a Justice Department legal opinion crafted during Republican Ronald Reagan's presidency.

Frederick Hill, the spokesman for Rep. Darrell Issa, said it is regrettable that "the political leadership of the Justice Department" is taking that position. Issa, the House Oversight and Government Reform Committee chairman, is leading the effort to get the material related to Operation Fast and Furious.

Although the House voted Thursday to find Holder in criminal and civil contempt, Republicans probably are still a long way from obtaining documents they want for their inquiry into Operation Fast and Furious, a flawed gun-tracking investigation focused on Phoenix-area gun shops by Justice's Bureau of Alcohol, Tobacco, Firearms and Explosives.

The criminal path is now closed and the civil route through the courts would not be resolved anytime soon.

"This is pure politics," White House spokesman Jay Carney said.

"Remarkably the chairman of the committee involved here has asserted that he has no evidence that the attorney general knew of Operation Fast and Furious or did anything but take the right action when he learned of it.

"No evidence, so if you have no evidence as he has stated now about the White House and the attorney general, what else could this be but politics?"

More than 100 Democrats walked out of the House chamber to boycott the first of two contempt votes, saying Republicans were more interested in shameful election-year politics than documents.

Republicans demanded the documents for an ongoing investigation, but their arguments focused more on the need for closure for the family of slain Border Patrol agent Brian Terry. Two guns identified by the Fast and Furious tracking operation were found near his body after a shootout in Arizona.

Democrats promised closure as well, but said a less-partisan Republican investigation was the only way to get it.

Adding to the emotion of the day, the family of the slain agent issued a statement backing the Republicans.

"The Terry family takes no pleasure in the contempt vote against Attorney General Eric Holder. Such a vote should not have been necessary. The Justice Department should have released the documents related to Fast and Furious months ago," the statement said.

The contempt votes happened on the day that Obama's health care law survived in the Supreme Court, prompting some Democrats to speculate that the votes were scheduled to be overwhelmed by news stories about the ruling.

About five hours after the court ruled, with news sites flooded with information about the health care ruling, the House voted 255-67 to declare Holder in criminal contempt.

A second vote of 258-95 held Holder in civil contempt and authorized the House to file a lawsuit.

In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government.

The issue became more complicated when Obama invoked a broad form of executive privilege, a legal doctrine designed to keep private certain communications of executive branch agencies.

Issa's committee will consult with the House counsel's office about a court challenge to the administration's decision not to cooperate, spokesman Frederick Hill said.

The documents were written after Fast and Furious was shut down. The subpoena covered a 10-month period from February 2011, as the Justice Department expressed growing concern that the Fast and Furious operation had employed a risky investigative tactic known as "gun-walking." In early December 2011, the department finally acknowledged that the initial denial of gun-walking was in error.

Republicans said the contempt citations were necessary because Holder refused to hand over documents that could explain why the Obama administration took 10 months to acknowledge the gun-walking.

In Fast and Furious, ATF agents abandoned the agency's usual practice of intercepting all weapons they believed to be illicitly purchased, often as soon as they were taken out of gun shops. Instead, the goal of the tactic known as "gun-walking" was to track such weapons to high-level arms traffickers, who had long eluded prosecution, and to dismantle their networks.

Gun-walking long has been barred by Justice Department policy, but federal agents in Arizona experimented with it in at least two investigations during the George W. Bush administration before Operation Fast and Furious. These experiments came as the department was under widespread criticism that the old policy of arresting every suspected low-level "straw purchaser" was failing to stop tens of thousands of guns from reaching Mexico, more than 68,000 in the last five years. A straw purchaser conceals that he is buying guns for others.

Fast and Furious identified more than 2,000 weapons suspected of being illicitly purchased. But agents lost track of many of the guns. Some 1,400 of them have yet to be recovered.

While President Barack Obama is likely to experience a short-term ?bump? in his
poll numbers from Thursday?s Supreme Care ruling on healthcare, InsiderAdvantage
head and pollster Matt Towery tells Newsmax that the decision is also likely to
re-energize the tea party and Republicans in the final months of the
presidential campaign.

?I think that Obama will have a good day today and
he?ll celebrate ? and his people will celebrate,? said Towery in an exclusive
interview on Thursday. ?It probably will guarantee that the tea party will get
so energized they won?t know what to do.?

With the Fourth of July holiday
typically marked by tea party events, this year?s rallies promise to feature
bigger fireworks than usual over healthcare ? just not the kind people have to
look up into the night sky to watch.

?They?re going to be furious,?
predicted Towery of the tea party. ?I think that calling it a tax and using that
as an excuse to uphold this legislation is just nuts.?

Even so, the
president is likely to benefit in the short term from positioning by mainstream
media organizations, which tend to have an inherent bias toward universal
healthcare.

?We?ve all got to understand the mainstream media ? the
three big networks that people watch,? he explained. ?They put a spin on things
that it takes a long time for the public to discern what the truth
is.?
Towery predicted that GOP nominee Mitt Romney will be able to capitalize
on the Obamacare ruling with the proper positioning.

?If the Romney
campaign does what their supposed to do ? and that is not spin things, but cast
things in the proper light ? then they?ve got a campaign issue that they can run
with and win with,? said Towery, giving some examples of how the campaign might
use the ruling to its benefit.

?Do you need another tax? How many more
taxes do you have to pay,? he advised. ?And I would use that phraseology right
out of the decision.?

Nostra Terra, the AIM-quoted oil and gas producer with projects in the USA, announces that Matt Lofgran, Chief Operating Officer, has today exercised warrants to subscribe for 217,842,506 ordinary shares at a price of 0.1p per share originally granted on 30 June 2009 ("Warrants").

In order to satisfy the consideration associated with the exercise of the Warrants Matt Lofgran has entered into a secured loan note (the "Secured Loan Note") with YA Global Master SPV, Ltd ("YA Global"). The Secured Loan Note is for a term of 12 Months. As part of the conditions of the Secured Loan Note, Matt Lofgran has granted a fixed charge over 289,842,506 ordinary shares of 0.1p each in the Company ("Ordinary Shares") as security to YA Global.

Following the exercise of the 217,842,506 Warrants, Matt Lofgran is interested in 296,842,506 Ordinary Shares and 14,000,000 options at an exercise price of 0.41 pence per Ordinary Share that are eligible for exercise until 25 January 2017.

The 217,842,506 new Ordinary Shares to be issued pursuant to the exercise of the Warrants will rank pari passu in all respects with the existing issued ordinary share capital of the Company. Application has been made for the new Ordinary Shares to be admitted for trading on AIM and trading is expected to commence on 5 July 2012 ("Admission").

TOTAL VOTING RIGHTS

Following Admission of the new Ordinary Shares, the issued share capital of the Company will increase by 11.2 per cent to 2,167,943,091 Ordinary Shares of 0.1p each. This figure may be used by shareholders as the denominator for the calculations by which they will determine if they are required to notify their interest in, or a change to their interest in, the share capital of the Company under the Disclosure and Transparency Rules (as applied to the Company by AIM Rule 17).

I can?t tell you how many times I?ve been asked out to some fattening restaurant, and instead of worrying about what to wear, I was busy worrying about what I was ?allowed? to eat. It?s normal to obsess about the details?like how to seem like a cool girl who eats without looking like a cow, or how to stick to your diet but avoid being one of those ?salad-eating girls? who orders everything on the side. But they don?t have to take over your dating life. Your goal should be to strike a balance: Enjoy the meal, and still feel good about your choices afterward. Here?s what I tell myself, and my clients, before a big night out on the town. Pick the place If your date asks you to suggest a place to eat, check out menus online first so you can scout out the healthier options. Sushi , Mediterranean , and Spanish tapas places are typically full of healthy, delightful, and well-portioned fare?while sports bars, ethnic cuisine, and heavy French food might make it more difficult to find the best choices. Ambiance matters too: Research has shown that eating outdoors or in lots of bright lights can help you eat less, perhaps because you?re paying more attention to your date and the pleasant surroundings. If you get stuck in a total fattening zone?a Super Bowl party or an all-you-can-eat buffet, for example?then try everything but don?t fill your plate with any one thing. Snack first Spoiling your appetite just a little bit is a good thing: You will most likely be going to a restaurant with lots of fattening choices, starting with a tempting bread basket. But if you eat a 200-calorie, high-protein snack ?such as edamame, whole-grain pita with hummus, a packaged veggie burger, or a handful of nuts?right before leaving the house (or at most, no more than three to four hours earlier), you should be able to tear off just a small chunk of bread, dip it in some heart-healthy olive oil, and push the rest aside. Snacking beforehand will also keep you from drinking on an empty stomach, which can lower your inhibitions about food and leave you ravenous. The most important thing to remember about drinking on a date (or anywhere, for that matter), is to drink water too: Have a full glass before, during, and in between each of your cocktails. It will help you feel fuller faster, and prevent overeating (and overdrinking) while helping to negate the dehydrating effects of alcohol. Order an appetizer Appetizers scare most people who are watching their weight, but to me, they?re like a gift: Most are already portioned for you (skip the sampler plate!), so overindulging is kept to a minimum. Still, it doesn?t hurt to order something with a vegetable base, like a mixed greens salad or a non-cream soup. Skip?or share?the entree Restaurant entrees are way too large in this country: It?s a fact that if you eat out more often, you?ll gain weight?unless you bundle up your leftovers or make smarter food choices. I can usually get around this predicament, however, by ordering a second decadent appetizer instead of an entree. At most restaurants, you?ll be able to choose small, single-serving plates such as crab cakes, grilled calamari, mini?burgers, or chicken sate. To turn your appetizer into a satisfying meal, order a side dish?or two if you?re sharing with your date. One should be green and healthy (sauteed spinach or broccoli rabe), and one more indulgent. If your date really wants fries, for example, have a few, but leave them on his side of the table. Here?s where you can practice my mantra: ?Taste everything, eat nothing.? Obviously, that doesn?t mean eat nothing , but it?s my way of saying it?s better to have a tiny bit of everything, including fattening food options, than to be left unsatisfied. With anything, including salad, always leave at least two bites on your plate. You?re eating enough to show that you?ve enjoyed the food and aren?t being wasteful, but in the long run, you?re saving lots of calories. If your date seems like a sharer (which is a quality you should be looking for anyway!), suggest ordering one appetizer each and then splitting a more indulgent entree. If you?re sharing a full portion (and still leaving two bites on your plate), you?ll be fine chowing down on a New York strip steak or a big bowl of pasta. Whatever you do, don?t order some boring steamed chicken breast that will make you miserable?because you?ll just end up eating when you get home. Enjoy a tiny dessert If your date suggests dessert, choose a cake with fruity toppings to share. Have a few bites, but aim for more of the fruit and cream and less of the cake. Or suggest foregoing dessert at the restaurant for an evening stroll with some coffee or ice cream from a nearby shop: You?ll probably have a few lower-calorie options there, and at least you?re getting some exercise! Practice often for best results Research shows that the more often you eat out, the more likely you are to become overweight?but by following these guidelines, there?s no reason you should limit your social life. For the first model year 2011 Shelby GT350, the coupes were clad in white with blue stripes, just as Shelby American did with the initial car in 1965.
